Dr. David Kaplan

Dr. David Kaplan, Chief of Clinical Quality, Health Quality Ontario


Dr. David Kaplan is a Chief of Clinical Quality at Health Quality Ontario. He is a family physician who practices comprehensive family medicine with obstetrics.

David graduated from the Faculty of Medicine at the University of Toronto where he also completed a residency in Family and Community Medicine. Prior to his medical training, he completed his graduate training in the Institute of Health Policy, Management and Evaluation and the Joint Centre for Bioethics in the Faculty of Medicine at the University of Toronto.

Dr. Kaplan is an Associate Professor who teaches clinical medicine and bioethics in the pre-clerkship, clerkship and postgraduate medical programs. David was Family Physician-in-Chief (Interim) and Medical Program Director at North York General Hospital from 2006-2008. From 2005-2013, he served as Chair of their Research Ethics Board. He has held regional primary care leadership roles in the Central Local Health Integration Network, both as Primary Care Physician LHIN Lead and Primary Care Lead for Diabetes and Chronic Disease Management and Prevention.
